A Major Win for Housing Innovation in Ohio

The City of Lima is stepping forward in a big way with the launch of its new Build-Ready Program, a forward-thinking initiative designed to accelerate housing development, reduce barriers, and expand access to quality housing options across the community.

At a time when communities across Ohio are grappling with housing supply challenges, Lima is leading by example, showing what’s possible when local leadership, strategic partnerships, and smart policy come together to create real solutions.

Through collaboration with Ohio REALTORS® and the Greater Ohio Policy Center, the Build-Ready Program provides:

  • Free, pre-approved building plans that eliminate delays and uncertainty
  • Flexible housing options, including single-family homes and duplex designs adaptable to neighborhood needs
  • Incentives to support development, such as potential tax abatements and utility tap fee waivers
  • Access to build-ready lots, including city- and land bank-owned properties
  • Dedicated, hands-on support to guide applicants through the development process

Together, these tools help move projects from concept to construction faster—reducing red tape while empowering builders, developers, and even future homeowners to invest in Lima’s neighborhoods.

But this program is about more than just speed. It’s about building smarter, more connected communities. By aligning pre-approved designs with local goals and pairing them with meaningful incentives, Lima is creating a model that supports neighborhood revitalization, housing accessibility, and long-term economic growth.

This approach reflects a broader shift we’re seeing across Ohio, where communities are embracing proactive, solutions-oriented strategies like pattern books, pre-approved plans, and streamlined permitting to address housing challenges head-on. Lima’s Build-Ready Program is a strong example of how these tools can be implemented effectively at the local level.
