Ohio REALTORS® Support Additional Property Tax Relief Legislation through HB 504

Ohio REALTORS® recently provided testimony to the House Ways and Means Committee in support of House Bill (HB) 504, legislation designed to help protect homeowners from sudden spikes in property taxes.
Known as the Calculated Adjustments for Property Surges (CAPS) Act, the bill would give local governments the option to phase in large property tax increases over a three-year period rather than requiring homeowners to absorb the full increase all at once.
In testimony, Ohio REALTORS® highlighted the Ohio Legislature’s recent passage of historic property tax reforms aimed at limiting unvoted property tax growth to inflation. Ohio REALTORS® strongly supported those reforms and continues to advocate for additional tools that improve affordability and predictability for homeowners.
Ohio REALTORS® shared that the CAPS proposal would provide additional safeguards against volatile tax spikes and give homeowners more time to adjust to higher tax bills without removing decision-making authority from local communities.
Property tax affordability continues to be a growing concern for homeowners across Ohio, particularly following recent property reappraisals that significantly increased home valuations in many communities. Ohio REALTORS® will continue advocating for practical reforms that help protect homeowners while also ensuring transparency and predictability in Ohio’s property tax system.
